The Formal Assessment.
Two instruments, one for each path. Merger runs Engagement Readiness, sixteen scored items returning Ready, Conditional, or Not Yet. Revitalization runs the Decline Diagnostic, which reads trajectory alongside mission health, structural health, and will to change. Both are completed before any scope or contract exists, and both are willing to end the process. That is the whole point of having them.
